Tipping Do's & Don't

Adam posted that he only tips if the service is actively good ( did I get that right Adam ) where I would tend to not tip only if the service is actively bad.
is this a cultural thing? Aussies being tight with a quid as we all know or do others follow this practice?

In the UK I tip depending on service quality, how good a time I had outwith the service, how cute the waitress is etc. In France when I have tipped in places in smaller towns I have heard the staff discussing the fact that 'They must be Americans, as they gave you a tip'.

I know how poorly paid people the people are in the UK and the crap they get, so unless they do something really awful, I tend to leave about 15%
The only time I don't is when they charge service already and then leave the credit card slip open. Then I complain, tell them off and ask them to remove all the service

Next time I tip because I find the smile/light dusting of freckles on the nose/eyebows/outer curve of the left breast of my waitress attractive, should I write them a sonnet to indicate that I am not tipping extra for shallow reasons?

I am going to get screwed by over priced wine and £20 dishes that I could cook better myself, then the experience of going for a meal out is largely for the atmosphere and entertainment qualities of the experience.

There the rule applies "good wait staff have to be men over fifty, grumpy as fuck and wearing ill fitting white jackets"
personally, I don't give a flying toss if they look like Quasimodo as long as they are any good.
now, if they coo flattery as they serve ( " hey, have you been working out?") that kind of thing, then my tip ( er, in the sense of gratuity just so there is no misunderstanding) can be hugely inflated

One thing that should be made clear, no matter how attractive the individual, if their service is poor then no tip.
