An institution in Central/Western PA. If it weren't for his ability to bring home the bacon, the city of Johnstown would have been dead long ago.

"You know what we need around here? More guidelines. I don't think we have enough guidelines. I mean -- look at that other place, it even has guidelines for its guidelines."
"Also, we don't "ban" people in the arbitrary fashion you are describing. It's a meticulous and careful process, which is only used sparingly." -jhlurie (now ex-officio)

Murtha's impact on the Johnstown area is evident every where you look.
He was able to get full TSA staffing and several huge grants for the airport, in spite of just three round trip flights daily (to DC, by the way). He obtained a $70mn grant for the Connellsville train station (two trains stop there every day).
He widened highways 219, 22, and 30, and had several impressive bridges constructed. Brought TRW, Harris, IBM, and several insurers into his district with contracts to process military grants.
His late compatriot in the next district east, Bud Shuster, outdid him. Bud built an interstate to nowhere (Bedford PA) to nowhere (Bellefonte PA), passing in sight of his home in Altoona. Curiously, the Budway //I-99, doesn't connect directly with the Pennsylvania turnpike. You still have to go right down the old main street in Bedford with its gas stations, motels, and food places. The absence of a direct interchange is written into the law.

My only complaint was that if they need to charge me $30 because they're robbing the duck to pay the boar they might as well give me a more substantial portion of flour, water, and bits of meat.
