I'm guessing so. A couple of places in NYC's Chinatown were selling gift boxes of moon cakes on the street yesterday, and the bakeries looked packed.

Why are moon cakes so expensive ($7-$8 in LA's Chinatown)? Is it the lotus seed paste?

You don't have to get them with lotus paste. The place I got mine from had a few varieties, including red bean (mine) and melon.
